A New “Cyber Department”

The department is part of overall preparations for cyber-centric warfare

The IDF Teleprocessing Branch has recently established a “Cyber Defense Department”. This is an expression of the great importance the IDF attributes to computer warfare. The “Cyber Defense Department” was established as part of an extensive move to organize the “cyber world” in the IDF, after many units have had their areas of authority and force building redefined in terms of defense and offense.

The main units dealing with the cyber field are 8200 – Aman’s Central Collection Unit and the Teleprocessing Branch’s Lotem (Telecommunications and Information Technology Unit). Some of the branch’s tasks include identifying spying software and “Trojan horses”.

The creation of the new department is an expression of the assessment that Iran is investing enormous efforts in cyberwarfare against Israel. Aman’s 8200 Unit is also dealing with warfare doctrines in the cyber-attack field. Another Aman layout in-the-making engages in information harvesting on the Internet, that is, exploitng and analyzing accessible information.

In the cyber realm, the IDF is working in conjunction with civilian industries – some of which were established by Aman graduates – that deal with information protection and the defense of vital national systems. Attack exercises against military computer systems are performed daily and the Teleprocessing Branch is developing defense capabilities to counter external aggression, in order to guarantee the uninterupted functionality of vital operational systems, like command and control of air, ground, and naval forces.

“Cyberwarfare is growing stronger” declared Colonel D., a senior officer in the Teleprocessing Branch, who was recently quoted on the IDF Spokesperson’s internet site. “This kind of warfare is developing in a very technological world, and may end in a swift decision”.

Major General Amos Yadlin, who completed his tour of duty as head of Aman in November 2010, recently said in a cyberwarfare conference in Tel Aviv that “the cyber revolution” is dramatic.

He also stated, “’cyber’ has now become a military dimension (and includes) information harvesting, defense and offense . . . Many people believe that defense has to be an integral part of attack and collecing capabilities. Cyber provides smaller countries with capabilities that were once possible only for the superpowers. As for UAVs, this is the use of force without limits and without putting soldiers’ lives at risk”.

The IDF, too, is discussing the establishment of a central general headquarters for cyberwarfare.
